This quest in the last step in a series quest in the Oasis of Ahil-Tar.
The object of the Evacuation quest is to kill a bunch of monsters before they reach the settlers that are trying to escape through a portal that was cast in the town by the Captain. You don't really have to protect the settlers though, they won't get killed, just go and kill the monsters.
These monsters are usually all grouped around the Northwest entrance of the fort, but sometimes they wander a bit. So if you have killed all the monsters you have encountered and the quest isn't showing up as completed than run around the whole perimeter AND inside of the fort, while HOLDING Tab, and search for any missing monsters.
There are some occasions however that you DID kill all the monsters and the quest won't show up as being completed. So in this case your only options are to leave the quest unfinished and continue with the game, or go back to a previous save and try it again.
We suggest that you SAVE the game just before accepting this quest, that way if you need to restart it you don't have to redo much.

To make sure that the mission was accomplished go back to Bellevue and check 4-5 NPCs near the well and stash at the center of the town. They will have exclamation marks on their heads. If you talk to them they will thank you for safeguarding their escape from the seige in the Oasis of Ahil Tar. This is one way to assure that the blue flag for the quest turns green if it does not initially do so.

Also, one must make sure the Captain survives the attack; in one of my games, the Captain did not survive. Even though I got all the monsters, and the family got to Bellevue, I had to finish the game with one of them having a flashing red exclamation point over his head. Couldn't talk to him or anything. Permanent unfinished quest.
