Hello. i started new game on niobium difficulty, and have problems with monsters levels- my level is 191 and mobs around me usually have 200+ lvl but after i load save game some of monsters become low level, in Bellevue many monsters become 130 lvl and some even 1 lvl. i went to desert to kill a dragon, first i met him he was 203 lvl but after i loaded save game to get better loot dragon become 138 lvl.
so is there any way to fix this ?
(sorry for my English, it's not my first language)

If I remember right the regions of the game tried to scale enemy levels which would explain why you encounter really low level enemies in Bellevue. I can remember playing with my vamp as a low level, jumping across a river and running into enemies well above my level. It has been many years since I played the game though so I could be remembering incorrectly, especially on the higher difficulties. As for a fix for the random changing of the dragon level, it could be the region you were in, but I would also make sure something simple is done and you have the last patch released for your version of the game.
